Experiences of EHCPS: Satisfaction Surveys

An Education, Health and Care Plan sets out the way of working for children and young people with more complex special educational needs and disabilities and where an EHC needs assessment has been agreed by a multi-agency panel.

An EHC Plan looks at all the aspirations and needs that a child or young person has within education, health and care. Professionals and the family together through a coordinated single assessment decide what outcomes are required, and through joint working identify what is needed to achieve those outcomes.

EHC Plans must be reviewed at least annually. Reviews should be carried out using person-centred planning principles and must focus on the child or young person's progress towards achieving the outcomes specified in the EHC Plan.

EHC plans, and the needs assessment process through which these are made, were introduced as part of the Children and Families Act 2014. The Act, and an accompanying SEND Code of Practice which sets out how local authorities must deliver these, including:

  • Developing and maintaining these collaboratively with children, young people and parents;
  • Supporting children, young people and parents to participate fully;
  • Focusing on securing the best possible outcomes for the child/young person;
  • Enabling participation by relevant partner agencies, to enable joined-up provision.

In this context, the City of Wolverhampton Council carry out satisfaction surveys to ask  parents and young people with an EHC plan, to rate their experience of the Education, Health and Care needs assessment process

The surveys sought to answer the following questions:

  • If the EHCP process was clearly explained
  • If the EHCP paperwork was clear
  • If they felt involved throughout the EHCP Process
  • If there was regular communication
  • If their views and aspirations were reflected in the process
  • Their overall experience during the process
