Blue Badge Scheme

The Blue Badge scheme provides a range of parking concessions for disabled people who have difficulty using public transport.

Disabled persons displaying a Blue Badge may park free of charge and without time limit at pay and display on-street parking locations unless otherwise stated by signage.

You can apply to the council for a new Blue Badge if you:

  • are a resident in Wolverhampton, and over two years old, or;
  • are an organisation which is concerned with the care of disabled people and need to transport those people in your care
  • meet one of the eligibility criteria – please see below for more information

This includes people who have previously had a Blue Badge, or whose Blue Badge is about to expire.

Once you have completed your application, you will receive an email with instructions on how to submit your evidence. If you cannot do this online, please hand in documentation at the Civic Centre or your local library.

Your application may take up to 12 weeks to be considered. During this time, you may be subject to further assessment to determine your eligibility. If your application is successful, a payment of £10 is required.

Who is eligible for a Blue Badge?

You may be eligible for a Blue Badge if you meet any of the following:

  1. You receive the Higher Rate of the Mobility Component of Disability Living Allowance or the Mobility Component at the enhanced rate of Personal Independence Payment
  2. You are registered blind or severely sight impaired
  3. You receive the War Pensioner's Mobility Supplement
  4. You receive the Armed Forces and Reserve Forces Compensation Scheme
  5. You have a permanent disability which causes considerable difficulty in walking
  6. You are a driver who has a disability in both arms who has considerable difficulty operating on-street parking equipment
  7. The applicant is a child under the age of 3 who must be accompanied by bulky medical equipment or who needs to be kept near a vehicle at all times
  8. You are terminally ill

You must provide evidence to support your application under these criteria, and you may be subject to further assessment to determine eligibility.
